Unable to download resource packs minecraft

So for minigames such as Cops and Crimes, Warlords, and Smash Heroes, you need to download a resource pack, but when I join the lobby, it simply says I have to download the resource pack to play the game, and then I should make sure to have enabled it on my server settings.

I have found one way to fix it! If you have Kaspersky , turn off protection , run modpack, then turn back on protection should fix it! :) You might have to trust Technic and everything Minecraft in your Firewall and Internet anti-virus before you turn protection off, then back on.
